Announcement Regarding Student Amnesty Applications

In accordance with Provisional Article 85 added to Higher Education Law No. 2547 pursuant to Law No. 7592 on "Amending the Higher Education Law and Certain Laws," published in the Official Gazette dated 09.08.2026 and numbered 33335, the application process has started for students dismissed from our University's graduate programs to resume their education.

T.C. Gazi University Senate Decision

Provided that they were dismissed before December 09, 2026:

Except for those convicted of terrorism offenses, intentional homicide (Articles 81, 82, and 83), torture (Articles 94 and 95), torment (Article 96), sexual assault (Article 102), sexual abuse of children (Article 103), or manufacturing and trading drugs or psychotropic substances (Article 188); those whose registration was canceled due to fraudulent documents or who submitted fraudulent documents during registration; those dismissed due to crimes specified in Article 71 of Law No. 5846; or those dismissed due to membership, affiliation, or connection to terrorist organizations or structures/groups determined by the National Security Council to act against state national security; all individuals dismissed for any reason or who failed to enroll despite gaining admission to a program;

In order to benefit from the law:

Applicants submitting by September 18, 2026 may begin their studies in the 2026-2027 Fall Semester within the framework of determined principles,

Applicants submitting between September 19, 2026, and December 09, 2026 may begin their studies in the 2026-2027 Spring Semester.

Required Documents for Application:

1. Amnesty Application Form
2. Copy of Turkish National ID Card (if personal information has changed, an official population registry extract must be attached).
3. Criminal Record Certificate obtained from relevant authorities or e-Devlet Portal within the last 1 week
4. 3 passport-size photographs taken within the last six months
5. For male applicants, Military Status Certificate obtained from the military recruitment office or e-Devlet Portal within the last 1 week
6. Copy of diploma from prior education or Graduation Certificate to be obtained via e-Devlet Portal
7. Bachelor's transcript for students applying to Master's programs
8. Bachelor's and Master's transcripts for students applying to Ph.D. programs
9. For International Students, copy of residence permit card (if available) and passport copy

Important:

Applications must be submitted in person to the relevant Institute or through an authorized proxy with a notarized power of attorney. Applications made by post, courier, fax, email, etc., will not be evaluated. 

Evaluation of Applications:

Applications with complete documentation will be taken into evaluation. The evaluation is conducted by relevant committees, taking into account fulfillment of application requirements, courses to be required, and academic terms. Recommendations of the committees are reviewed and finalized by the Institute Administrative Board.

Adaptation Provisions:

• All students who gain admission rights under Provisional Article 85 are subject to the regulations currently in force.
• Course adaptations for Master's and Ph.D. students whose enrollment was canceled during the coursework stage will be conducted according to the active curriculum.
• Adaptation procedures are evaluated by relevant department committees and decided upon by the Institute Administrative Board.
